  • Lower Hudson Valley

  • What is the new capacity zone in NY?

Effective May 1, 2014, a new capacity zone, proposed by the New York Independent System Operator (NYISO) and called the Lower Hudson Valley Capacity Zone (LHV), was approved by the Federal Energy Regulatory Commission (FERC). The creation of the LHV and the increased charges are a direct result of Order, Docket No. ER13-1380-000 issued by FERC. Lower Hudson Valley encompasses NYISO Load Zones G, H, I and J. Docket No. ER13-1380-000

  • Who is NYISO?

The New York Independent System Operator (NYISO) is a not-for-profit corporation responsible for operating the stateÕs bulk electricity grid, administering New YorkÕs competitive wholesale electricity markets, conducting comprehensive long-term planning for the stateÕs electric power system, and advancing the technological infrastructure of the electric system serving the Empire State. Please visit its website for more information: www.nyiso.com.

  • Who is FERC?

The Federal Energy Regulatory Commission (FERC) is the United States federal agency with jurisdiction over interstate electricity sales, wholesale electric rates, hydroelectric licensing, natural gas pricing and oil pipeline rates. Please visit its website for more information: www.ferc.gov.

  • How will this new capacity zone impact me?

If you are in NYISO Load Zones G, H, I, then you were previously in the "rest of state" (ROS) capacity zone. Pricing for capacity has increased much more than if you are in the NYISO Load Zone J. Load Zone J is in the New York City capacity zone, which had higher capacity prices before the LHV was created. As a result, if you are in NYISO Load Zones G, H, I and are on a price protected contract with Just Energy, you should have received a notice informing you of the new rate that will be applied starting on the bill following the notice. If you are in NYISO Load Zone J, your secured rate will not change. The change in your rate is solely based on the capacity cost change and we are passing it through to you at no markup. The capacity cost change is calculated based on the average change in cost for our active book of customers in Load Zones G, H, I who were priced based on the previous ROS capacity costs.

  • What is a "capacity cost"?

Capacity cost is paid to power generators to ensure that thereÕs enough power produced during "peak" hours. Those are the hours in the hottest days of the year. As electricity cannot be easily stored, generators need to be incented to build more power plants to meet demand, which drives up the capacity costs in areas where generation is scarce.

  • Are you licensed to market natural gas and electricity in Alberta?

Just Energy is licensed to market natural gas and electricity in Alberta.

  • How is my natural gas rate determined?

If you are currently not on a program with a gas retailer, you are paying the regulated rate for natural gas from your regulated supplier. Your supplier estimates what it anticipates paying for natural gas for the month, adds or subtracts any balances for over and underestimation in previous months, and, based on this forecast, proposes a rate to the Alberta Utilities Commission (AUC). Upon approval, the supplier will begin charging this rate and from month to month, will review and change the rate to reflect actual costs of natural gas.

  • How is my electricity rate determined?

If you are currently not on a program with an electricity retailer, you are paying the regulated rate for electricity (known as the RRO, or Regulated Rate Option). To determine the price of your electricity, your regulated supplier proposes a purchasing plan and rate to the Alberta Utilities Commission (AUC). Once approved, this rate then becomes the RRO which is charged to every customer. Each month, the supplier will review the rate and issue what is known as a "rate rider" to compensate for losses/gains caused by offering a secured rate to consumers.

To calculate your budget billing payment, which will show on the supplier's section of your bill, Just Energy: i) estimates your annual gas and/or electricity use according to past usage, utility estimates, and/or actual usage, and multiplies that amount by your contract price then; ii) adds the JustGreen gas and/or electricity charge (if selected) plus any additional amounts; and iii) adds any current budget billing balance on your account. This total is then divided by your remaining term to arrive at your monthly budget billing amount. Your Budget Billing Amount May Change: We will re-evaluate your budget billing amount to determine if it is in line with your actual usage. If the re-evaluated budget billing amount is either 25%* above or below your current budgeted amount, the newly adjusted amount will be automatically reflected on your next bill statement. *Note that this variance range is subject to change at Just Energy's discretion. Plan Cancellation and Reinstatement: You may be removed from budget billing if you fail to pay two consecutive bills on time. Reinstatement may only occur once during a 12-month period by paying any unpaid budget billing amount and calling us. If you wish to opt out of the budget billing program prior to the end of your contract term, any outstanding balance must be settled at that time, and you will not be permitted to opt back in for at least 6 months.

  • How long can I stay on the budget billing payment plan?

Customers are not obligated to remain on budget billing for their entire term, but can if they choose to. It is simply an option for those who choose to make their budgeting easier by spreading out their natural gas/electricity charges throughout the term of the contract. Just Energy in Ontario

    General

  • Are you licensed to market natural gas and electricity in Ontario?

Just Energy is licensed by the Ontario Energy Board (OEB) to market natural gas under Gas Marketer License GM-2010-0152 and electricity under Electricity Retailer License ERÐ2010-0153.

    Ontario Energy Board

  • How is my natural gas rate determined?

If you are not currently on a program with a gas marketer, and are not serviced by the Kitchener or Kingston Utility, you are paying a regulated utility rate for natural gas. Your local utility estimates what it anticipates the cost for supplying natural gas will be, and, based on this forecast, the utility proposes a rate to the Ontario Energy Board. Upon approval, the utility will begin charging this rate, and quarterly throughout the year the utility will review and may change the rate to reflect the actual costs of supply. Any discrepancy between the amount the utility received for natural gas and the amount it paid is billed to its customers as an adjustment. Natural gas rates for the Kitchener and Kingston utilities are determined through municipal council and not by the Ontario Energy Board.

  • How is my electricity rate determined?

If you are currently using less than 250,000 kWh of electricity per year, or are otherwise considered to be a "designated" consumer, then you are eligible for the Regulated Price Plan ("RPP"). Under the RPP, customers pay for electricity under a tiered pricing structure that may vary every 6 months. If you are not eligible for the RPP, then you are paying the cost of electricity, calculated on a monthly basis as determined by the Independent Electricity System Operator. Click below for the OEB's definition of a "designated consumer".

    OEB Designated Customer

  • What is the Global Adjustment?

The Global Adjustment accounts for differences between the market price and rates paid to regulated generators, and the costs of generation contracts held with the Ontario Power Authority. This is a credit or charge determined by the Ontario government to be assigned to all Ontario electricity consumers. This adjustment was implemented January 1, 2005, and the rate is adjusted monthly. The amount calculated and applied by utilities to non-RPP consumer invoices varies based on the meter read/bill cycle for each customer. The Global Adjustment is set to reflect the difference between the market price and: 1. The regulated rate paid to Ontario Power Generation's baseload generating stations 2. Payments made to suppliers that were awarded contracts through the government's RFP process 3. Contracted rates paid to Non-Utility Generators. The Global Adjustment impacts all customers, regardless of if they are with the utility or a retailer. The only difference is that customers with a retailer will see the Global Adjustment broken out as a separate line item on their bill. The Global Adjustment was formerly known as the Provincial Benefit.

  • What is Final Variance Settlement?

For customers on the RPP, the difference between the amount consumers have paid for electricity and the amount that has been paid to generators is tracked in an account. Consumers who move out of province or leave the RPP for a retailer or spot market pricing will need to settle their share of the balance of that account. This may result in a credit or a charge, depending on price of electricity paid to generators. For customers who remain on the RPP, the amount of the settlement will be rolled into the new pricing set every six months. Customers who protect their price with Just Energy will only pay a one-time settlement.

The provincial government has imposed a new complicated electricity plan known as Time-of-Use Pricing where the rate you are charged depends on when you use your electricity and the rates are different for On-Peak usage hours, Mid-Peak usage hours and Off-Peak usage hours. Mid-Peak and On-Peak hours flip in the winter and summer due to demand factors and rates can change every 6 months.
