Why do electricity rates vary by ZIP code and usage level?

Electricity rates can vary depending on where you live and how much energy you use. In Texas and other deregulated states, different Transmission and Distribution Service Providers (TDSPs) or Transmission and Distribution Utilities (TDUs) are responsible for maintaining power lines and infrastructure in each area. Each charges slightly different delivery fees, which can affect your final rate.

Your usage level also matters because some plans include minimum usage tier bill credits. This means your average rate may change depending on how much electricity you consume each month.

What’s the difference between fixed-rate and variable-rate plans?

A fixed-rate plan locks in your electricity rate for the entire term of your contract. That means your price per kWh won’t change, even if market prices go up or down. Fixed-rate plans are ideal if you prefer price stability and predictable bills.

A variable-rate plan, on the other hand, changes month to month based on market conditions. This flexibility can sometimes lead to short-term savings but may also mean higher rates during periods of high demand, like summer in Texas.

What are TDU fees and who sets those fees?

TDU Fees, or Transmission and Distribution Utility fees, are monthly charges for delivering electricity in Texas. They’re regulated by the Public Utility Commission of Texas (PUCT) and reviewed and approved based on grid operating costs.

What else is included in my bill besides my rate?

Your Just Energy bill includes a list of items that go beyond your rate. Depending on your location, plan, and utility, your bill could include any of the following:

  • Base Charge
  • Balancing Adjustment
  • Energy Charge
  • JustGreen Charge

  3. Weekends Free plan is available to Texas residential customers. Plan bills a monthly Base Charge and an Energy Charge which includes the Transmission and Distribution Service Provider (TDSP) delivery charges.
